    In a thoughtful speech in Washington last year, Foreign Minister Penny Wong appealed to China to pursue a joint, strategic framework with the United States.

    Referencing US President Joe Biden’s call for “guardrails” to enable the “responsible management” of competition between China and the US, she said it was “in all the world’s interests” that Biden’s overtures were met by Beijing.
